Animator Peter Chung mentions Igor Kovalyov as an influence (in this interview). I think both the style of drawing and the bizarre content is quite evident in Chung’s superb Æon Flux-series.

Æon Flux is widely available on DVD (avoid the recent live-action!).
Kovalyov’s work is harder to get - of his independent shorts I only find Milch on DVD (20$ from AWN). Luckily you can still view most of his work online via YouTube, just search for Igor Kovalyov.
